TRAI Seeks Public Input on Regulating Foreign SIM Cards in Export Devices
New Delhi, July 5 – The Telecom Regulatory Authority of India (TRAI) has invited public comments on how to regulate the use of foreign telecom SIM cards in mobile devices that are made in India for export.
This move comes after a request from the Department of Telecommunications (DoT), which raised concerns about security and tracking when foreign SIMs are installed in devices manufactured in India.
TRAI wants to ensure that:
-
The export of devices with foreign SIMs follows legal rules
 -
There is no misuse of foreign SIMs in India
 -
User identity and traceability are maintained

TRAI has released a consultation paper on its website and has asked for feedback by August 1, 2025. Stakeholders and the public are encouraged to send their views.
